Cross Border E-commerce Comprehensive Test Area Planning to Stretch, Zhengzhou Is Expected to Be the Next

On Jan. 6 2016, Prime Minister, Li Keqiang chaired the state council meeting. The meeting is aimed at increasing several cross border e-commerce test areas and adopting new pattern to support the foreign trade development. This meeting set three aims: cross border e-commerce should interact with the industrial entities in order to guarantee the products quality and improve self-competitiveness; the scale of cross border e-commerce is small, but the potential and growth is fast. The stretch of test area is aimed at achieving a process of from quantitative change to qualitative change; reforming the national policy, streamlining administration and institute decentralization and optimizing services. Promoting the development of new industry and make the foreign trade industry adapt to new situation and win new advantages.
At the same time, this meeting also pointed out “three principles and Five Conditions” for the new setting test areas. The three principles are: rational distribution, stressing features, being practical. And the five conditions are: 1. Copy and learn the experience of “Six Systems and Two Platform” of Hangzhou. 2. Make overall arrangements of development of Midwest and give consideration to rational distribution of the eastern and middle western region. 3. Expand scale of cross border e-commerce. 4. Provincial party committee government should put a new premium on foreign trade business. 5. The State Council fully support the apply of provincial governments.

The Distribution Development of Cross Border E-commerce
Zhengzhou is the only test area of western distribution and the amount of customs clearance toped the list. Zhengzhou is also the test area which president Xi and prime minister Li inspected before. If the State Council is planned to stretch the test areas from east to west, Zhengzhou will be included into the plan.
At the beginning of this month, Germany’s milk powder and Korean cosmetic in the Zhengzhou Security smooth customs clearance through land port cross-border links. The first cross border e-commerce relying on “Railway to Europe” is tested and put into application in Zhengzhou, which means Zhengzhou is positively melted into the “One Belt and One Road” and attracting more cross border e-commerce to enlarge the scale.
